Outlook 2007 "Cannot send email." when replying or forwarding

I have a client that will occasionally get the message "Cannot send email" when attempting to reply or forward an email.  It happens very intermittently and can't reliably be recreated.  The only way around this is to create a new email and send that, instead of the forward or reply.  We cannot attempt to use Safe Mode because he's an attorney using the ProLaw add-on and needs this continuously.  However, outside of ProLaw there are very few add-ons installed in his Outlook.  

We've tried a repair, a reinstall of Office, turning off cached Exchange mode, rebuilding his profile, virus/malware scans.  We even checked to make sure it wasn't a corrupt/incorrect auto-complete and made sure all email addresses were valid in the reply/forward.   Due to being unable to reliably recreate the issue, we cannot test using it in Safe Mode without leaving it this way for an extended time.  We also checked to see if an Event Log was created for this error, but it's not.  The message doesn't even give an error code.  It's simply a warning symbol and the brief message.  

Has anyone seen this before?  We've been banging our heads against the wall trying to figure this out.  He's a very busy attorney and gets quite upset when faced with this issue.  It seems to happen often for him, but we've been unable to recreate it.  They're using in-house Exchange 2013 if that has anything to do with it.  No one else in the entire law firm of approximately 100 people is having this issue.

You can try to reset IE. It would reset Internet Explorers settings to their default condition. Your previous configuration may be lost during this process.

1. Launch IE, click Tools icon on the right corner of the browser.

2. Click Internet Options.

3. Click Advanced, and then click Reset button.

4. Click OK.
